Festival cultural en apoyo a la Radio Liberación. Esta Radio agrupaba a un conjunto de pequeños transmisores que emitían su señal al aire simultáneamente en diferentes sectores de la ciudad de Santiago, interviniendo la frecuencia de una radioemisora comercial, o la señal del canal de audio de TVN. La transmisión se escuchaba en el perímetro de algunas cuadras, y la emisión se limitaba a tres minutos para evitar que la señal pudiese ser rastreada.
